Yes you can apply but as I said only 5k exceptions have been made in 6 months. This includes people who are on visas who have been rejected.
This indicates how bad it is
Iāve called them a million times, but they are just a call centre with same scripted reply for every caller. Iāve emailed them too. Infact, Iāve tried every possible way to contact them but no luck. Itāll be 21 months next week. Theyāres no accountability for this department whatsoever.

Do I need to still renew my all Overseas PCC ?
Shall I have to proactively redo medical test ?

what i have heard from some agents is this that contacting dha rarely evolves into something positive for the applicant.
Hahaha it appears you havenāt been jaded yet to the speed of governments! As per earlier, I would not expect a response any earlier than 30 days after lodging it. These things are very slow.
I donāt think so. I was onshore from November 2018 till February 2020. Unfortunately I got locked out due to this pandemic, but this still doesnāt justify the radio silence for over 15 months while I was onshore. Pathetic
What a hopeless situationā¦lodged in Apr 2019 from offshore, still waiting for grantā¦1st time CO contact was s56 request for more information in mar 2020ā¦they asked pcc again as old one was expired nowand i couldnāt get new one due to covid situationā¦explained this and submitted my response and when i finally got this pcc in aug 2020, uploaded the sameā¦not sure how much more long wait lies aheadā¦i am offshore and not feeling optimistic
My case is similar to yours. Lodged in March 2019, offshore. CO contact in March 2020 for renewed PCC, submitted the same by May 2020. I donāt have any hopes for receiving the grant this year. Being hopeful for 2021 now.
asking pcc and medicals again is illogical thing and more like delay tacticā¦I wonder what were they doing whole year to ask for pcc after 1 yearā¦when i called their useless contact number, they said your application has been processing since the day you lodged it and it is not like no one has picked it for 1 yearā¦I said in that case asking again for pcc makes even lesser senseā¦I donāt know now for how long this pccās (I have 2 countriesās pcc) and medical loop will carry onā¦this is absurd and very frustratingā¦unless the applications are looked at or have CO contact within 6 months of lodgement, this can turn out to be endless loop for unlucky onesā¦even the CO keeps changing every time, there should have been only one CO from start to end for an application, otherwise this is again another delay tactic

Many of us may also wonder if your PC and medicals got expired and you were requested new ones.
We got invitation on 11 Aug 2019, lodged on 12 Sep 2019,onshore, occupation 233513, plant engineer. Our PCC and medical are about to expire in Sep 2020, so I applied for a new PCC of Australia yesterday morning, then got grant letter in the afternoon.
85 points: 29yrs old, offshore bachelor, PTE 80 +CCL, 5years work experience, spouse passed EA so he contributed extra 5 points, otherwise we cannot be invited.

My guess is your application got picked because they are now prioritising engineering occupations among few others, which is consistent with recent invitations round occupations.
Youāre onshore which is another factor.
