The pain is the same, but the visa processing is different. Visa 190 is prioritised over visa 189.
So, progression for that visa is not a exact reference for 189.
It can give us false hopes.
There is a document with the visa priority order where visa 189 is in the position 10 out of 11 visa types. Visa 190 is better positioned in the list.

This is in the priority list. It’s an onshore application.
There were 68 applications on hand as of 30/09/2020 for that occupation.

Someone received their 190 grant while offshore (Internal Auditor) it’s non priority occupation.
Visa 190 has many places this financial year.

Not a target feels like the number of visas they may award could be lower than 6,500 as previous years.
The current backlog for 189 is 12K out of which 7K are NZ stream and so far more NZ stream visas have been granted. So, it’s hard to know where we are at.

They are inviting and NZ applications work differently.

Yes, point score 65 and priority occupations. Those 30 x 3 on average secondary applicants. That makes 90 visas.
They want to target applicants within those occupations even with the lowest score and those applications are processed first and that’s the biggest issues for the queue.
So, it seems they will only process applications in those occupations this financial year.
With all respect, I don’t think your assessment is correct. Since June there were 21 grants (on ImmiTracker). Of those, three were lodged in 2018, 10 in 2019 and eight in 2020. Even if you just take the last eight cases, five were lodged in 2019 and three in 2020 cases. Also consider that there is significantly more 2020 cases outstanding (80) compared to 55 in 2019, 12 in 2018 and 2 in 2017 (as of 16/11/2020 on ImmiTracker). Also, the skills for the grants included those not listed on the priority migration skilled occupation list, such as economist, medical laboratory, agriculture consultant, life scientists and quantity surveyor. A far more significant indicator was the number of onshore applicants (16) compared to offshore (4) and one N/A (whatever that means – was this guy in space when he lodged?).
Just one other fun fact. The total outstanding cases on ImmiTracker is 149 cases. In the three months before lockdown significantly more grants were given than the total outstanding number of cases (as of today on ImmiTracker). In fact February 2020 alone was more than the total outstanding. (Jan – 114, Feb – 205, Mar – 71). i.e. Let’s hope Covid 19 ends and the processing normalise. Even if it operates at a quarter of the ‘normal capacity’, all outstanding cases can be completed in a few months.
Well, It seems they are deciding old cases, which is good, but those are on the priority occupations and sectors…life scientists and agriculture are not listed in the priority list but they are part of the critical sectors.
Regarding de grants in February and March etc…Those grants were speeded up after many months of low speed processing awaiting for the implementation of regional visa in November last year…I also witnessed that process and you can check posts in this forum from last year and beginning of this one…They were all pretty much like now…talking about the slow processing and the reason was the implementation of regional visas in November, after that, let’s say January on, they started speeding up and then the pandemic hit in March…The number of grants at the end of the financial year was around 2 K below the planning level.
Note those months are part of previous financial year…This financial year started in July …So, the assessment is from there on…
I think they are extremely unpredictable…they can change course anytime…I saw one post here someone from offshore and non-priority got grant recently…I hope there are few more like this in coming days, then hopefully it can be expected older applications will be picked sooner than others…I myself had lodged under category code 261311 (analyst programmer) which is not in priority, it is 261313(software engineer) which in in priority
