I have a relative living in Canada with his family, however, the issue is, I don't have contact with them as they don't want. Should I declare him/her as my relative in Canada or no?

You have to declare it, even if you don't have contact. It is not true that you don't have relatives in Canada, so not declaring them would be misrepresentation.

I have a sister who arrived Canada as a PR a few days prior to my AOR. I did not claim points from her and did not indicated this in my E-APR. However, I included it in my letter of explanation just to inform IRCC. Can this be seen as misrepresentation?
