Many ask if one can submit his application WITHOUT the FBI PCC?
In short yes you can by submitting a LOE. + evidence that you have sent a request to FBI (tracking receipt)
One should clearly explain in the LoE:

That you have applied for FBI PCC, however, it takes more than 3 months to be delivered, you will not have it in hands by the time your ITA will expire in 90 days.

Therefore you have to request an extension.

According to applicants in similar circumstances CIC will provide you with an extension.

Therefore they start processing your file 30 days after AoR and giving you extra 30 days to submit the FBI PCC.

Once you receive the FBI PCC before a request is made from CIC, raise a Case Specific Enquiry to submit it.
