Will CRS score come down?

I have been looking at the CRS score and its been on the highest threshold for the past 3 years.

However, as per the Canada Immigration Levels Plan for the period 2019-2021, announced on October 31, 2018, the country is planning to increase the number of candidates admitted through Express Entry to around 256,000 over the next three years. At the same time, close to 200,000 candidates will settle in Canada through the Provincial Nominee Programs (PNPs) during this period.

So I am thinking it suppose to come down, to about 435 on average for 2020. I would also say, that if we compare 2018 / 2019 - the main difference an average draw size 3900 (2018) and 3500 (2019) which maintain higher threshold. So, with overall increase, the score will be in range of 4000… and hence the score of 435.
