no you dont require any visa to apply travel exemption and once your travel exemption is approved you can apply visa 600 visitor visa just attach exemption letter and when you reach onshore you can re apply bva. my case is bit different. i am also on expired bvb stuck in india since march 2020. i applied travel exemption 3 times and got rejected each time because my job in australia is not related to my skills. Please tell me during submitting a complaint through the online form “compliments, complaints, and suggestions”,what necessary information have to provide such as application reference number, applicant name, or any other relevant information?? and where ?? in the last step under feedback box??

yes you are doing the right thing. in reference number provide them your application’s reference number. you can find it in your immi account.
