BOWP and Closed WP

Hi, I am in Canada on closed work permit since 2017. My work permit is about to expire in Jan 2022. I am applying for PR (Received ITA). My questions are,

  1. Am I eligible to apply for BOWP as I have closed WP.
  2. Also, since I will complete 5 years on WP will there be any issue to apply BOWP?
  3. Does BOWP has to be applied from my employer?
